STORYLINE:
Kremlin spokesman Dmitry Peskov said Tuesday that Kyiv needs to remove legal hurdles before any talks to halt strikes on civilian facilities can proceed.

"If the Ukrainian side has this desire and if the Ukrainian side is open to this, perhaps some steps should be taken to legally clear those obstacles in the path of such contacts," Peskov said in a call with reporters.

Peskov added that while there are no concrete plans for such talks, Russian President Vladimir Putin was ready to discuss the issue.

The comments follow a nighttime Russian drone attack which battered the Ukrainian port city of Odesa, local authorities said Tuesday, less than 24 hours after a purported Easter ceasefire unilaterally declared by Moscow ended and just over a day before Ukrainian, British, French and U.S. officials are due to meet in London to discuss the conflict.
