STORYLINE:

Britain’s Prince Andrew announced on Monday that New York Mayor, Rudolph Giuliani, is to receive an honorary knighthood for his support to British families bereaved by the September 11 terrorist attacks.

The mayor will be named Knight Commander of the Most Excellent Order of the British Empire by Britain’s Queen Elizabeth II .

It is the highest honor the sovereign can bestow on a foreign citizen.

He does not get the right to call himself "Sir Rudolph," but he can put the initials "K-B-E" after his name, according to the British Consulate General.

When he was asked if he would like to be called "Sir Rudolph" anyway, the mayor said, "Just call me Rudy. I always like that."

The Queen also conferred honorary titles – Commander of the Most Excellent Order of the British Empire – on the city’s police and fire commissioners for their service after the levelling of the World Trade Centre.

Police Commissioner Bernard Kerik and Fire Commissioner Thomas Von Essen may now use the initials "C-B-E"

Giuliani and the commissioners will be invited to Buckingham Palace in London for the formal appointments from Britain’s Queen Elizabeth II.

Earlier in the day, Mayor Giuliani toured ‘Ground Zero’ – the ruins of the World Trade Centre twin towers – with Britain’s Prince Andrew, the Duke of York.

Over one month after the terrorist attacks, the pile of debris that was once one of the world’s most powerful financial centers was still smouldering from fires below.

And in a sign that life in New York is very slowly returning to some sort of normality, the Holland Tunnel between New Jersey and Manhattan reopened but for inbound lanes only.

The tunnel, a major crossing point into Manhattan, has been closed since the September 11 attacks and has been used mainly for rescue and recovery operations.

Traffic at midday was much lighter than in the morning.
