“He will initially start his sentence at the Texas Department of Criminal Justice. he was arrested by state and local officers. Right now, the state has primary jurisdiction. However, there are legal mechanisms for TDCJ to request that he serve his sentence in BOP (federal Bureau of Prisons). There’s also a mechanism for federal authorities to request that you know, request a transfer for him, that is a decision that will ultimately be up to the prison authorities.”

STORYLINE:
The gunman who killed 23 people in a racist attack at a Walmart in El Paso — one of the deadliest mass shootings in U.S. history — pleaded guilty Monday to capital murder in a state district court.
Judge Sam Medrano told 26-year-old Patrick Crusius he failed in his attack on a community that would have welcomed him “with open arms.”
“Yes, your honor,” Crusius calmly responded.
