5. SOUNDBITE (Arabic) Badr Abdelatty, Egyptian Foreign Minister:
"The first point is political will. The second point is good faith, the presence of good faith. Without that, we cannot move forward. There is a ceasefire agreement that must be adhered to literally. We succeeded in the first phase in releasing more than 35 hostages. This means that the tunnels bore fruit in the first phase. We must continue and move on to the second phase of implementation."

7. SOUNDBITE (English) Kaja Kallas, European Union foreign policy chief:
"We welcome the Arab plan, but like I said it also has a lot of questions that need to be clarified. One question is the cost-sharing of the future reconstruction (of Gaza) and very very important question is the governance of Gaza in the future and the security arrangements as well because the security concerns of Israel need to be also taken into account."
8. Wide of news briefing
9. SOUNDBITE (English) Kaja Kallas, European Union foreign policy chief:
"We, the European Union position is that Hamas should have no role in the future governance of Gaza, and that is something that we definitely need to discuss because the Arab plan doesn’t address this in concrete terms."

STORYLINE:
The European Union believes Hamas should have "no role in the future governance of Gaza," according to its foreign policy chief who is in Cairo for talks with Egypt’s top diplomat.

During a news briefing, European Union foreign policy chief Kaja Kallas said Hamas’ place in Gaza’s future must be discussed "because the Arab plan doesn’t address this in concrete terms."

Kallas is in Cairo to attend a meeting of the Arab-Islamic Committee on Gaza, with representatives from Egypt, Jordan, Qatar, Saudi Arabia and the United Arab Emirates.

She also met with Egyptian Foreign Minister Badr Abdelatty on Sunday. During the joint briefing, he stressed the need to adhere to the ceasefire agreement in Gaza.

"We must continue and move on to the second phase of implementation," he said.

Egypt has proposed a committee of technocrats to administer the strip for a transitional period, as part of its proposal for Gaza’s reconstruction. Hamas said it accepted the committee and that it won’t be part of Gaza’s governance.
