"And so what we must do today, in my view, is two-fold: firstly, to make sure that if in some way Ukraine comes under pressure, the Europeans can provide it with what it needs to defend itself. So for me, that’s one of the objectives of the meeting we’ll be holding in London on Sunday and then the European Council on the 6th (March). And secondly, if a date is negotiated by the Ukrainians, isn’t there a risk of affecting Ukraine without the Ukrainians? That we provide lasting security guarantees. And in this context, France and the British have worked together, and the British have worked on very concrete solutions to maintain and guarantee security on the ground. That’s how I see it. That’s what we’re going to be working on, especially on Sunday with the few countries that have this army, which are the ones that gathered in Paris."

"And we’re at a time when Europe is discovering – and I’m delighted about this – that it’s no longer just a market, that it has to be a power, and therefore that it has to produce its knowledge, that it has to produce its technology, that it has to produce its economic solutions, that it has to produce its climate solutions, and that it has to produce its defense and security solutions. This is an opportunity for us."

STORYLINE:
French President Emmanuel Macron said a meeting of European leaders in London Sunday would aim to ensure Ukraine had "what it needs to defend itself."
In addition, if some peace deal was to be negotiated by Ukrainians, Europeans must “provide long-lasting security guarantees,” he said, alongside Portuguese Prime Minister Luis Montenegro during a visit to Porto on Friday.
France and Britain have worked “on very concrete solutions to maintain and provide security guarantees on the ground” which are to be discussed Sunday with other leaders, Macron added.
Macron reiterated his call for making the European Union stronger and more independent.
“We’re at a time when Europe is discovering … that it’s no longer just a market, that it has to be a power and therefore that it has to produce… its own defense and security solutions. This is an opportunity for us,” he said.
