President Donald Trump will deliver an address to a joint session of Congress on March 4, marking his first major speech to lawmakers since returning to the White House. The address comes less than two weeks before the government funding deadline and on the same day tariffs against Mexico, Canada and China took effect. Trump is also trying to reach a deal to end the war in Ukraine. The speech is expected to start at 9 pm ET, followed by a Democratic response given by California Rep. Lateefah Simon. "Balance of Power" will present a special report starting at 8 pm ET.
