Paris is hosting an emergency gathering of European leaders ahead of talks between the US and Russia about ending the war in Ukraine.
Ahead of those discussions, NATO Secretary General Mark Rutte is meeting with the US special envoy for Russia and Ukraine, Keith Kellogg in Brussels. The US has signaled that Europe will not be included in negotiations between Washington and Moscow.
