STORYLINE:
Beijing is committed to creating a “stable, fair and predictable” environment for foreign businesses, China’s Ministry of Commerce said Thursday.

China announced a tranche of export controls, retaliatory tariffs on some American imports, and placed two American companies on an unreliable entities list on Wednesday, after a sweeping levy on Chinese products imposed by US President Donald Trump took effect.

Beijing said it would implement a 15% tariff on coal and liquefied natural gas products as well as a 10% tariff on crude oil, agricultural machinery and large-engine cars imported from the US.

It also put tungsten, tellurium, bismuth, molybdenum and indium and related products under export control.

Many of the items are designated as critical minerals by the US Geological Survey, meaning they are essential to US economic or national security and have supply chains vulnerable to disruption.

“The items listed this time have certain dual-use attributes, and their downstream products have a high risk of military use,” said He Yongqian, China’s ministry of commerce spokesperson.

She said the Chinese government will still approve the applications of exports that meet the regulations.

The shipments were previously tax-free if their value was under $800.
