"We have a number of programs that are directly funded through the federal government. One of which is our Head Start program. And when our comptroller went earlier today to submit our reimbursement request, wasn’t able to get through. We didn’t know if that was a glitch in the mechanics or whether it was because they had shut the system down. We later found out they had shut the system down."

5. SOUNDBITE (English) Monsignor Alfred LoPinto, CEO of Catholic Charities of Brooklyn & Queens:
"I mean, this has never happened before in one sense. You know, when these things have happened, I shouldn’t say, when these things have happened where you do these in-depth pieces, trying to figure out can you enhance the efficiency of the work of an agency, it usually you start with an announcement that we’re going to do this. Here are the steps we’re going to take. Here’s the timeline we’re going to be working on. And so there’s a sense of stability. Okay. Yeah, you can anticipate changes are going to come, but those changes are not going to be drastic to the point that you don’t know if you have a job tomorrow morning."

7. SOUNDBITE (English) Monsignor Alfred LoPinto, CEO of Catholic Charities of Brooklyn & Queens:
"The most immediate threat would be in our child care programs, our Head Start programs. Head Start is a unique program that we have been involved with since the 1960s. It actually grew out of Johnson’s war on poverty. And the idea being that you would have these interventions in the earliest years of a child’s life to orientate them toward a positive educational experience."

9. SOUNDBITE (English) Alfred LoPinto, CEO of Catholic Charities of Brooklyn & Queens:
"Politicizes everything beyond neat in the sense of it takes it out of the arena of trying to say, are these necessary services? What are the benefits that are being derived by these services? How are people’s lives being enhanced? And it puts it into this political arena, which really doesn’t belong in the work that is done by the nonprofits."

"You want to have a political conversation, have as many political conversations as your heart desires, but don’t do it at the expense of the people, of the individuals and the families."

STORYLINE:
The Trump administration paused federal grants and loans on Tuesday, citing an "ideological review" of spending.
The decision disrupted programs like Head Start, a child development initiative serving low-income families since the 1960s.
Nonprofits, including Catholic Charities of Brooklyn & Queens, faced immediate funding issues, halting reimbursement requests for critical services.
The freeze raised fears over job stability and access to essential programs in childcare, education, and healthcare.
Advocates warned the move politicized nonpartisan services, risking harm to families who rely on them.
Democratic leaders called the action reckless, illegal, and a violation of Congressional authority.
