STORYLINE:
When a border app that had allowed nearly 1 million migrants to enter the U.S. stopped working, migrants stopped arriving at a storefront where a nonprofit was set up to help them near the Paso del Norte International Bridge.
The storefront sat empty Tuesday, with only a couple of workers there one day after President Donald Trump ended use of the app, called CBP One. Vans were no longer taking migrants to their next destination.
“It’s really quiet,” said Robert Maynes, 61, a cab driver.
The U.S.-Mexico border had turned sharply from a state of unprecedented turmoil in 2023 to relative calm before Trump declared a national emergency in a raft of first-day edicts that promise to reshape immigration policy. Some changes will come sooner than later, if at all.
Trump laid the groundwork for military deployments and spending, vastly expanded detention space, declaration of wartime powers to deport people who deemed foreign enemies.
For Trump, severe asylum restrictions that his predecessor, Joe Biden, introduced last year didn’t go far enough. December arrests plunged to levels below much of 2019, the highest year of Trump’s first term, but were still triple the level of April 2017, the time that the president highlighted on charts at campaign rallies.
Some changes took effect immediately. Trump ended use of CBP One and a policy that allowed more than 500,000 people from Cuba, Haiti, Nicaragua and Venezuela to fly to the U.S. at their own expense with a financial sponsor. On Tuesday, the Homeland Security Department said it resumed a Trump-era policy of making asylum-seekers wait in Mexico for hearings in U.S. immigration court.
