An armada of vessels operating near Asia’s maritime thoroughfares moves hundreds of millions of barrels of sanctioned oil. Called the “dark fleet,” the ships also risk environmental catastrophe.
Just outside the reach of Malaysia’s coast guard and without formal oversight, oil is being transferred from one vessel to another in open waters, risking spills and lives while increasing geopolitical tensions.
