"Fluoride is a mineral that naturally occurs in soil and water. Many decades ago, some researchers discovered that in some areas where fluoride was naturally occurring in the water, people had lower rates of tooth decay. In 1945, Grand Rapids, Michigan, became the first US city to add fluoride to its drinking water in an effort to reduce tooth decay. In the 1950s, federal officials recommended that cities across the country could add fluoride to do the same thing."

"More and more studies have raised questions about the effect of fluoridated water on infants and specifically on their brain development. The concerns had to do with pregnant women drinking fluoridated water and the impact on the fetuses. And there were also concerns about infants who consumed formula that was mixed with fluoridated water. What’s at issue and is not clear is at what level of fluoridation is there a hazard."
