1. Wide of line outside board of elections
2. SOUNDBITE (English) James Kahn, Bucks County Voter:
“I got here right at opening time. It was already around the block and there was a lot of confusion and I think people assumed this was like early voting. Like, you know, we’re starting to get used to the concept of that, but this is on-demand mail voting, so the infrastructure isn’t as robust, I think.”
3. Various of people waiting in line
4. SOUNDBITE (English) John Reidy, Bucks County Voter:
“I think the biggest reason for me being here early was that the Republican Party came out and said to do it, that it was, it was help, I think 2020 and even ‘16, they showed the ability, Democrats had so many ballots done before Election Day.”
5. Wide of people waiting in line
6. SOUNDBITE (English) James Kahn, Bucks County Voter:
“But the poll workers were phenomenal. The poll watchers are great. Everybody was in good spirits. I saw nobody give up, which was awesome. I anticipated a lot of people to give up and leave.”
7. Wide of people waiting in line
8. SOUNDBITE (English) Bob Harvie, Bucks County Board of Elections Chairman:
“I would say trust the people who are doing this. Trust the Bucks County Board of Elections. Take a look at our website for accurate information. I know there are some third-party websites that give out bad information about where you can go to do this or what the hours were and just go to the people, go to the source, the people that really know what they’re doing. That’s our people.”
9. Tight of sign reading “Harris Walz Obviously”
10. SOUNDBITE (English) Theda Jordan, Bucks County Voter:
“I just hope that everyone takes advantage of this opportunity and vote and make their voices heard.”

STORYLINE:
Pennsylvania’s lack of an early in-person voting system like many other states’ led to frustrations with voters swamping some county election offices on Tuesday as they sought to apply for and cast mail-in ballots and Republicans raised doubts about fairness.

Pennsylvania, which went for Republican Donald Trump in 2016 before switching to Democrat Joe Biden in 2020, is among the most contested states in the match between Trump and Vice President Kamala Harris.

Unlike many states that allow voters to cast ballots at voting centers, Pennsylvania doesn’t allow for traditional-style early voting.

Instead, voters can apply for a mail ballot and cast it through the postal service, at a county facility or drop boxes.
