South West Africa is scheduled to become the independent country of Namibia at the end of the year. A peaceful transition of power now appears possible because both South Africa and the main black nationalist group, SWAPO – the South-West Africa People’s Organisation – have accepted a plan drawn up by five Western powers for independence. But a big stumbling-block could be the port of Walvis Bay, which Pretoria says must remain part of the Republic of South Africa. This report examines the issues, using interviews with both sides.
