We do not engage in a nuclear arms race and have made a clear commitment not to use or threaten to use nuclear weapons against non-nuclear weapon states and regions. We will insist on maintaining our nuclear capabilities at the lowest level necessary for national security."

"On September 25th, Japanese destroyer Sazanami, Australian destroyer Sydney, and New Zealand auxiliary ship Aotearoa crossed the Taiwan Strait, and the People’s Liberation Army (PLA) conducted full tracking, monitoring, and surveillance of them. China firmly opposes provocative actions that send wrong signals to Taiwan’s independence forces and endanger China’s sovereignty and security under the guise of freedom of navigation."

"The Taiwan issue is purely China’s internal affair and does not allow external interference. We urge relevant countries to earnestly abide by the One-China principle, and stop stirring up trouble on the issue and disrupting peace and stability in the Taiwan Strait. The Chinese People’s Liberation Army (PLA) has always maintained a high level of alert, and stands ready to fight back resolutely all threats and provocations."

STORYLINE:
China’s Defense Ministry said Wednesday that the firing of an intercontinental ballistic missile into the Pacific Ocean was "a routine military training activity that is completely legal and reasonable."

The U.S. and non-governmental organizations have said China has been building up its missile silos, but it’s unclear how many missiles and nuclear warheads it has added to its arsenal.

The ballistic missile test stirred security concerns in the region already tense over Beijing’s territorial claims and rivalry with the U.S.

China maintains a “no first use” of nuclear weapons policy, even as its desire for regional predominance grows.

"China’s nuclear policy has a high degree of stability, continuity, and predictability," Zhang said.

"We will insist on maintaining our nuclear capabilities at the lowest level necessary for national security," he added.

The missiles launch came amid the ongoing United Nations General Assembly in New York.

Also at Thursday’s news conference, Zhang confirmed the sailing of navy vessels from Japan, Australia, and New Zealand through the Taiwan Strait on Wednesday, saying the Chinese military "conducted full tracking, monitoring, and surveillance of them."
