STORYLINE:
A U.N. human rights expert on Haiti warned Friday that gang violence is spreading across Haiti as a U.N.-backed mission targeting criminals remains underfunded and understaffed.
William O’Neill, who visited the troubled Caribbean country this week, said that Haiti’s National Police still lack the “logistical and technical capacity” to fight gangs, which he said are encroaching on new territories as arms and ammunition flow into Haiti despite an international embargo.
“I saw that areas previously not impacted by gang violence are now directly impacted, with galloping inflation, lack of basic goods, and flows of internally displaced people further increasing the vulnerability of the population, particularly children and women,” he said.
At least 700,000 people have been left homeless in recent years as gang violence persists in the capital of Port-au-Prince and beyond; more than half of them are children, O’Neill said.
He warned that the current mission, led by Kenyan police officers who arrived in late June, has deployed less than a quarter of its pledged contingent.
“The equipment it has received is inadequate, and its resources are insufficient,” he said.
The U.S. government recently said a U.N. peacekeeping mission is one option to secure resources, but the U.N.’s secretary general has pushed for more funding for the current mission.
