St. Petersburg, Russia – 11 September 2024
1. Meeting of top security officials of the BRICS bloc of developing economies
2. SOUNDBITE (Russian) Sergei Shoigu, Secretary of the Russian Security Council:
"We believe it is necessary to collectively – with the involvement of like-minded countries – defend the principles of international law, respect for state sovereignty, and counteract attempts to undermine international institutions and use them to put pressure on sovereign countries. Today, a number of Western countries are imposing the so-called rules-based order on the world community. Moreover, the very process of the emergence of such rules contradicts the essence of international law and undermines its foundations. Such erosion of the entire international system is certainly a threat to sovereign states."
3. Wide of meeting
4. SOUNDBITE (Russian) Sergei Shoigu, Secretary of the Russian Security Council:
"I am convinced that the BRICS countries are capable of jointly making a serious contribution to ensuring global security and countering such threats as terrorism, the spread of extremist activity, transnational crime, and the use of information and communication technologies for criminal purposes. We are already actively cooperating in all these areas, but at the same time the potential for such cooperation is far from exhausted."
5. Wide of meeting
6. SOUNDBITE (English) Ajit Doval, national security adviser to the Prime Minister of India:
"The BRICS’ spirit of mutual respect and understanding, solidarity, equality, openness, inclusiveness and consensus remains our guiding light as we deliberate today on many crucial issues."
7. Wide of meeting
STORYLINE:
Russia’s top security official has told his BRICS counterparts the alliance can make a "serious contribution" to ensuring global security.
The Secretary of Russia’s Security Council Sergei Shoigu was addressing a meeting of senior security officials in St. Petersburg, ahead of a BRICS summit in Kazan in October.
He said there was potential for further cooperation between BRICS countries in countering threats such as terrorism and the use of information technology for "criminal purposes."
Shoigu said it was also important to collectively "counteract attempts to undermine international institutions".
The BRICS alliance was founded in 2006 by Brazil, Russia, India and China, with South Africa joining in 2010.
It has recently expanded, and now includes Iran, Egypt, Ethiopia and the United Arab Emirates.
Ajit Doval, the Indian prime minister’s national security adviser, said the BRICS’ spirit of mutual respect and understanding was a "guiding light" in discussions on key issues.
The meeting was also attended by Chinese Foreign Minister Wang Yi and Secretary of the Supreme National Security Council of Iran, Ali Akbar Ahmadian.
