“Yes, I agree to the point that he, Kuleba, is a very good communicator, so it’s bad to lose him as minister, but we do not know what will be his next position.”

5. SOUNDBITE (English) Professor Olexiy Haran, Kyiv Mohyla University:
“At least three deputies of the office of presidency are career diplomats, also well known, also known as patriotic, for their patriotism and professionalism. So that’s why I would agree with Kuleba that there would be no dramatic changes in the foreign policy of Ukraine.”

7. SOUNDBITE (English) Professor Olexiy Haran, Kyiv Mohyla University:
“It’s connected to the course of the war. So what we have right now, after the start of aggression and the successful Ukrainian counter-offensive. The ratings of the president and approval of his policies actually skyrocketed. But then we didn’t receive enough arms from the West – which is your responsibility – so basically, we couldn’t push Russians from Donbas and actually they are on the offensive right now. So this was one of the factors why then, you know, the ratings of the president started to decline. But still, his rating is still high.”

STORYLINE:
The resignation of Ukrainian foreign minister Dmytro Kuleba, ahead of a broader reshuffle, won’t affect the country’s foreign policy, a leading academic told the Associated Press on Thursday.

Professor Olexiy Haran, a professor of political science at Kyiv Mohyla University, signalled that President Volodymyr Zelenskyy’s effort in the reshuffle will be to increase the effectiveness of his cabinet amidst the ongoing war.

Haran described Kuleba as a skilled diplomat and communicator, particularly during the war.

But he added that his replacement is likely to maintain Ukraine’s current foreign policy, given the continuity within the president’s office and the diplomatic corps.

The reshuffle, Haran said, was also aimed at shoring up public support for the country’s leadership at a difficult stage in the war with Russia but would not threaten the public perception of the stability of the Zelenskyy government whose democratic mandate expired in May and remain in office due to martial law.

Since the recording of this interview, Ukraine’s parliament approved the appointment of a new foreign minister. Andrii Sybiha, a former ambassador to Turkey replaced Dmytro Kuleba as the country’s new chief diplomat.
