“The path of dialogue with the president (Gustavo Petro), we see he proposed an interethnic dialogue, an interethnic pact. We are willing to do it, but with the balance of rights. If there are guarantees for all parts, there’s no reason why there should be any difficulty for us to plan a mechanism. But if we feel at a disadvantage, its difficult for us to advance. Peace with the population is not built that way.”

STORYLINE:
Thousands of Indigenous people from southwestern Colombia took to the streets of the capital Bogota on Tuesday, demanding that the government of President Gustavo Petro take action against growing violence generated by illegal armed groups.

They are also calling for regulations that guarantee the legal protection of their territory.

This was the first mobilization in the streets of Bogota since they arrived in the capital a week ago from the department of Cauca.

Many traveled more than 500 kilometres (310 miles) in buses, to camp in a downtown park in the hope of reaching political agreements with the government.

Through the streets of downtown Bogota, protesters marched peacefully holding red and green flags – the characteristic colors of the Regional Indigenous Council of Cauca (CRIC).

The demonstrators played traditional music with wooden flutes and were accompanied by about 600 members of the Indigenous Guard, their own form of collective protection, identified with vests and batons.

The Indigenous people are demanding concrete actions to protect their communities from violence.

In Cauca, several factions of the dissidents of the extinct Revolutionary Armed Forces of Colombia (FARC) that did not embrace the peace agreement signed in 2016 with the state are present, as well as the guerrilla National Liberation Army.

Petro’s government – the first leftist to govern the country – has opened several negotiation channels with the armed actors as part of its “total peace” policy, however, some factions have withdrawn from the table in recent months and activated confrontations.

In addition, the Indigenous movement is seeking that the government issue a decree activating what they have called the “Territorial Environmental Economic Authorities (ATEA)”, which would strengthen the jurisdiction of Indigenous people over territories in which they live and face land conflicts with other groups.
