STORYLINE:
1. You just announced Premier Li Qiang’s visit to Russia and Belarus. Could you share more information about the visit, including its background, arrangements and China’s expectations?
Under the strategic guidance of the two heads of state, China-Russia relations have eliminated external interference and maintained healthy and stable development. The regular meeting between the prime ministers of China and Russia is an important mechanism to promote the implementation of the consensus reached by the two heads of state and coordinate the advancement of practical and people-to-people cooperation between the two sides. It has been held every year since its establishment in 1996. During his visit to Russia, Premier Li Qiang will jointly hold the 29th regular meeting between the Chinese and Russian Prime Ministers with Russian Prime Minister Mishustin to exchange in-depth views on bilateral relations, practical cooperation and issues of common interest.
China and Belarus are all-weather comprehensive strategic partners. In recent years, as cared for and promoted by the two heads of state in person, China-Belarus relations have maintained a good momentum of development. Political mutual trust between the two sides continues to be consolidated, and cooperation in jointly building the Belt and Road has yielded fruitful results. During his visit to Belarus, Premier Li Qiang will hold talks with Belarusian Prime Minister Golovchenko to exchange in-depth views on bilateral relations and cooperation in various fields.
2. Since China’s anti-espionage law came into force after the amendment in July 2023, the German pharmaceutical community has been worried about breaching the law unintentionally. What would you say to address their concerns?
China is resolute in advancing high-quality opening-up and reform. We are committed to providing Chinese and foreign companies with a market-orientated, law-based and internationalized business environment. As for the anti-espionage law you mentioned, it targets the handful of espionage activities that endanger national security, not normal business activities. So, as long as the relevant companies and personnel can act in accordance with the law, there is nothing to worry about.
3. The Chinese coast guard said on Monday that the Philippine coast guard vessels deliberated rammed into the Chinese coast guard ships in the early morning of the day. What will China do in response? How would it influence the South China Sea situation?
On August 19, two Philippine coast guard vessels, without permission from the Chinese government, intruded the adjacent waters of the Xianbin JIao (Sabina Shoal) of China’s Nansha Qundao (Spratly Islands). Despite dissuasion and warning by China’s coast guard, the vessels dangerously and deliberately collided with Chinese coast guard vessels that were carrying law enforcement operations. The responsibility for the collision fully lies in the Philippines. China coast guards took necessary measures on Philippines vessels according to domestic laws and international laws. The operation was professional, restrained and proper.”
4. Follow up to your answer, if you suggested that the maritime tensions between China and the Philippines remain escalating despite the preliminary agreement the two sides have reached earlier on replenishment to the grounded Philippine ship on the Second Thomas Shoal?
