“During the talks, Hamas was taking them seriously and responding, negotiating and giving its opinion but it was working towards a goal. The Israeli side either sent a non-voting delegation or changed delegations from one round to another, so we would start again, or it has imposed new conditions and often used the method of massacres, killing and aggression to get out of the negotiation process.”

“The Americans put ideas forward but they cannot guarantee Israel would accept, they cannot give any guarantees. When we approved the proposal on the 5th of May, (CIA director) William Burns was in Cairo, and William Burns said that Israel would accept it, then when Hamas accepted, the Americans were unable to convince the Israelis. I think they did not pressure the Israelis.”

“Mohammed Deif is doing well, and we think what Israel did by mentioning him (his killing) was an excuse to justify the massacre, because it was an ugly massacre, and it was in an area that Israel had announced was a safe area.”

STORYLINE:
A top Hamas official said the militant group is losing faith in the United States’ ability to mediate a ceasefire in Gaza ahead of a new round of talks scheduled for this week amid mounting pressure to bring an end to the 10-month-old war with Israel.
Osama Hamdan told The Associated Press in an interview on Tuesday that Hamas will only participate if the talks focus on implementing a proposal detailed by U.S. President Joe Biden in May and endorsed internationally.
The U.S. referred to it as an Israeli proposal and Hamas agreed to it in principle, but Israel said that Biden’s speech was not entirely consistent with the proposal itself.
Both sides later proposed changes, leading each to accuse the other of obstructing a deal.
