STORYLINE:
A Vietnamese coast guard ship arrived in Manila Monday for a four-day goodwill visit to include joint exercises with Philippine maritime forces.

The Philippine coast guard said the visit showed that countries with rival claims in the South China Sea could foster a working relationship and avoid confrontations that could lead to conflict.

The Philippines and Vietnam are among the most vocal critics of China’s increasingly hostile actions in the disputed waters, a key global trade and security route, although they themselves have overlapping claims in the busy sea passage along with Malaysia, Brunei and Taiwan.

The disputes have been regarded as a regional flashpoint and a delicate fault line in the U.S.-China regional rivalry.

As Philippine coast guard personnel waved Philippine and Vietnamese flags and a brass band played under the sun at Manila’s harbor, Vietnam’s 2,400-ton coast guard ship with 80 crewmembers docked with some of its officers saluting from the lower and upper decks of the 90-meter ship.

During its stay in Manila, the two coast guard forces will hold talks and tour each other’s vessels.

They will also hold joint search and rescue drills and fire and explosion contingency exercises in Manila Bay, in the western section of the northern Philippines that faces the South China Sea.
