“We didn’t go into that many details but we did agree that we would honor the provisional agreement in a clear and sincere effort to defuse tensions and try and prevent any incidents of course from leading to further tension in our relationship. But most importantly we also acknowledged that the provisional agreement will not prejudice our respective positions on our claims in the South China Sea.”

“Nevertheless the Philippines, and I have always stated, remains committed to the peaceful settlement of disputes under international law especially UNCLOS (United Nations Convention on the Law of the Sea). And to achieve these settlements, it should be done in a manner which will respect and promote the sovereignty, sovereign rights and territorial integrity of the Philippines and other countries concerned. I continued to express our concern again on the recent incidents when I met my ASEAN colleagues as well as our dialogue partners.”

STORYLINE:
Philippine Foreign Secretary Enrique Manalo said on Friday that he and his Chinese counterpart have agreed to "defuse tensions" over maritime claims in the South China Sea.

Enrique Manalo told reporters in a news conference that China and the Philippines reached a deal they hope will end confrontations at the most fiercely disputed shoal in the South China Sea.

The Philippines occupies Second Thomas Shoal but China also claims it, and increasingly hostile clashes at sea have sparked fears of larger conflicts that could involve the United States.

Manalo said that the Philippines and China agreed to honor the agreement on provisioning of supplies to their military personnel and to “try and prevent any incidents from leading to further tension in our relationship.”

Several members of the Association of Southeast Asian Nations have territorial disputes with China, which have led to direct confrontations that many worry could lead to broader conflict.

Manalo said he had expressed concerns about recent incidents in the South China Sea when he met with ASEAN counterparts as well as our dialogue partners like the US, Japan, New Zealand and Australia.

ASEAN members Vietnam, the Philippines, Malaysia and Brunei all have conflicts with China over its claim of sovereignty over virtually all of the South China Sea, one of the world’s most crucial waterways for shipping.
