“Especially when at least we understand, one of the abiding principles of the People’s Republic, throughout its entire history, has been raising sovereignty and territorial integrity as immutable, immutable ideals in the modern state system. But President Putin has smashed that rule that we don’t invade other countries, that we respect territorial integrity. I think it’s an issue that we ought to be talking about on this panel, and we’re certainly trying to talk about it in U.S.- China relations.”

STORYLINE:
U.S. Ambassador to China Nicholas Burns on Wednesday criticized China for siding with Russia in the Ukraine war, calling it a “major mistake” to allow Chinese companies to sell components to Russia to strengthen its industrial defense base.
Speaking at the 13th Barnett-Oksenberg Lecture on Sino-American Relations in Shanghai, Burns said the one issue that’s “central” to the U.S. – China relationship today is the Ukraine war.
“And the issue that I think is bedevilling us now is Russia’s brutal invasion and war on Ukraine. That has become an existential crisis in Europe,” he added.
He criticized China for supporting Russia while claiming neutrality.
“And our critique of China, of the People’s Republic of China is that it is not neutral, but has effectively sided with Russia in this war,” he said.
China has refused to condemn Russia over the war in Ukraine, but has also said the territorial integrity of countries should be respected.
China has maintained its trade relations with Russia, and faces criticism that it’s throwing an economic lifeline to Russia amid increasing international sanctions.
Burns said Russian President Vladimir Putin has “smashed” the rule that territorial integrity should be respected.
