"If you look at the threat landscape overall, one of the things that we have observed is that the number of hacktivist attacks to European infrastructure – so these are threat actors whose main aim is to cause disruption – has doubled from fourth quarter 2023 to first quarter 2024. So it’s quite a significant increase and it shows that, these threat actors have the intent to disrupt our way of life. The way, how we govern ourselves is part of it. And of course, election authorities, election infrastructure is the target that they think is lucrative, in order to make their point."

"This is part of the Russian war of aggression, which they fight physically in Ukraine, but digitally also across Europe. This has now been very much emphasized, by also all member states’ cybersecurity agencies, that AI-enabled disinformation, information manipulation, is a big threat when it comes to elections. So, of course, the awareness has also risen together with the increase of the threat."
