Cheng “Charlie” Saephan lives here in Portland, Oregon, and at a news conference held by the Oregon Lottery announcing his win. He said he’d split the money with his wife and with a friend who pitched in money to help buy a batch of tickets. Saephan said he’s had cancer for eight years and had his latest chemotherapy treatment just last week. But the win hasn’t just changed his life. It’s also drawing attention to the Iu Mien people."

"At the news conference announcing his win, Saephan wore a sash identifying himself as Iu Mien, a Southeast Asian ethnic group with origins in China. During the Vietnam War, the CIA and U.S. military recruited Iu Mien people in neighboring Laos to engage in guerrilla warfare and provide surveillance and intelligence. After the conflict, as well as the Laotian Civil War, thousands fled Laos, fearing reprisals."

STORYLINE:
An immigrant from Laos who has been battling cancer won an enormous $1.3 billion Powerball jackpot in Oregon earlier this month.

But Cheng “Charlie” Saephan’s luck hasn’t just changed his life — it’s also drawn attention to Iu Mien, a southeast Asian ethnic group with origins in China, many of whose members fled from Laos to Thailand and then settled in the U.S. following the Vietnam War.

During a news conference Monday introducing him as one of the jackpot winners, Saephan wore a sash identifying himself as Iu Mien.
