Background to Story: The new Basque Parliament met for the first time on March 31,
a landmark in the region’s progress to autonomy. Basque nationalist parties did
well, winning 42 of the 60 seats. 25 were taken by the moderate Basque Nationalist
Party, and the central government in Madrid is hoping that moderation will prevail,
with the extremist ETA guerrillas losing popular support.
