“It is a matter that is up for discussion by the citizens. We are now gathering opinions, comparing them, and analyzing them. But no, there is no obligation. I mean, if the transitional government is formed before the national dialogue conference, this is normal, and if, for example, the dialogue conference took place before the formation of the government then the caretaker government may be extended until the end of the national dialogue.”

5. SOUNDBITE (Arabic) Hassan al-Daghim, spokesperson for National Dialogue Committee:
“These sensitive security issues that cannot be postponed have been resolved, and victory has been achieved. What’s left is the drafting of a constitution, the building of the economy, transitional justice, reform of the institutions, freedoms and the question of how the authorities deal with the people. I mean, there is even talk of a social contract, for example, meaning the foundations observed for establishing social peace in Syria.”

7. SOUNDBITE (Arabic) Hassan al-Daghim, spokesperson for National Dialogue Committee:
“Half of the Syrian people are outside Syria, we cannot decide for all Syrians. So the vision of the Syrians in all the provinces and what they raise in their conference should be recommendations. However, these recommendations are not only in the sense of advice and formalities but also recommendations that the President of the Republic is waiting for in order to build on them.”

9. SOUNDBITE (Arabic) Hassan al-Daghim, spokesperson for National Dialogue Committee:
“The second thing that got a consensus among the Syrians we met and their representatives is the unity of the country. There was a great rejection of the issue of quotas, cantons, federalization or anything like this. There was no request to (separate). There was a complete rejection of any separatist movement.”

“One of the first things on which we see a consensus was the issue of transitional justice, and that civil and societal peace cannot be established in Syria except through the gateway of transitional justice, which begins with holding criminals accountable, fixing the damage, and respecting and sanctifying the souls of the victims. Without this, it is not possible to achieve civil peace.”

“The Kurds are a component of the people and founders of the Syrian state. They are Syrians, wherever they are. Reaching them does not have to pass through a military gate.”
