U.S. Secretary of State Marco Rubio says the president of El Salvador, Nayib Bukele, has offered to house incarcerated people in his country’s prison system. Bukele wrote that this would allow the United States to "outsource part of its prison system." The U.S. State Department website warns American travelers, "Prison and detention center conditions in El Salvador are harsh and dangerous." Trump told reporters, "If we had the legal right to do it, I would do it in a heartbeat."
