"Of course it’ll be up to the NTSB, which will rely on the U.S. Army to help with the investigation, to look at whether or not that they were using and NVGs night vision goggles at the time of the accident or not. And if they were, was that a factor? We don’t know that."

"But there’s a third airplane in that video that’s closer to the camera. and one of the problems you have at night is if the planes you’re looking for are flying against a lighted background, there are so many lights on the ground, sometimes it’s first of all, difficult to see airplanes. And secondly, it’s easily easy to mistake another airplane for the airplane you’re looking for."

"Now, the other thing that will have to be examined very closely is establishing who was flying the helicopter, either the left side pilot or the right seat pilot. Because the view out of the cockpit can be quite different depending on which seat you’re in."

"It’s always been a very busy airport. And the controllers who work that airport are particularly … they’re selected because they are good. And but still, we need to look at things like fatigue on the part of controllers, the manning levels in the towers that will those will, I’m sure, will be investigated by the safety board to see if there is a problem with overworking the controllers."

STORYLINE:
Some 67 people — including three soldiers and more than a dozen figure skaters — were killed after a collision between an American Airlines passenger jet and an Army helicopter at Ronald Reagan Washington National Airport near Washington, D.C. The plane was carrying 60 passengers and four crew members at the time of the crash late Wednesday. Three soldiers were on board the helicopter.

The body of the plane was found upside down in three sections in waist-deep water. The wreckage of the helicopter was also found. At least 28 bodies were pulled from the icy waters of the Potomac River. There was no immediate word on the cause of the collision, but officials said flight conditions were clear as the jet arrived from Wichita, Kansas.

Alan Diehl, an aviation safety consultant who worked as a plane crash investigator, said the National Transportation Safety Board will conduct a comprehensive investigation into the rare mid-air collision.
