2. SOUNDBITE (French) Emmanuel Macron, French President:
“Does the election of President Trump mean more uncertainties? For the same reasons, I would show a relative cautiousness. From 2016 until 2020, France was able to work with President Trump. We know what our disagreements are: the climate issue, international order. I also note that the first visit abroad of the president-elect was for Paris, Notre-Dame (its reopening) and the start of the strategic discussion. I also know one thing: if we decide to be weak and defeatist, there is little chance we will be respected by the United States under President Trump.”

3. SOUNDBITE (French) Emmanuel Macron, French President:
“I think President Donald Trump knows that he has a solid ally in France, an ally he does not underestimate, one who believes in Europe and carries a lucid ambition for the transatlantic relationship, as, since 2011, all successive American presidents tell us the same thing: their priority is first the United States, then their relationship with China. Europe has another rank, another place. Let’s be lucid about it.”

4. SOUNDBITE (French) Emmanuel Macron, French President:
“In a few semesters, the nature of the conflict (between Russia and Ukraine) has deeply changed and it’s the entire responsibility of Russia. That’s why what we were saying here in February last year is probably even more true today: as Europeans, we cannot let Russia win in Ukraine. We cannot for the international order, we cannot for our own security.”

5. SOUNDBITE (French) Emmanuel Macron, French President:
“There won’t be any easy and rapid solution in Ukraine. The new American president knows that the United States has no chance to win anything if Ukraine loses. And I’m going to say it very simply: no solution in Ukraine must be found without the Ukrainians. No solution for the security of Europe must be found without the Europeans. No rapid solution that would mean the capitulation of Ukraine would be good for the Europeans and the Americans.”

STORYLINE:
French President Emmanuel Macron extended an olive branch to US President-elect Donald Trump on Monday, declaring that France was “a solid ally” as he outlined his vision for global diplomacy in 2025.

“Donald Trump knows that he has a solid ally in France, an ally he does not underestimate, one who believes in Europe and carries a lucid ambition for the transatlantic relationship,” Macron said at the Élysée Palace during his New Year’s address to French ambassadors.

Macron emphasized France’s commitment to fostering cooperation while urging European nations to fortify their unity and resilience.

“If we decide to be weak and defeatist, there is little chance we will be respected by the United States under President Trump,” he warned.

Macron’s speech, delivered against a backdrop of geopolitical turmoil, laid out France’s foreign policy priorities, spanning the Ukraine war, European defence, and the Middle East.

Addressing the grinding war in Ukraine, Macron said “as Europeans, we cannot let Russia win in Ukraine”, adding “there won’t be any easy and rapid solution in Ukraine”.
