"I feel very bad. I can’t believe that we failed so much as a society. We failed as people too. Where were these friends, pals, godfathers (of the shooter)? They all know now that he was not OK. That he didn’t feel well. Why didn’t they try to save him before? Now it’s too late. It’s just too late, I don’t know what to say, it’s very hard. It’s very hard for our society, for all of us."

STORYLINE:
A mass candle light vigil was held on Thursday in Podgorica, capital of Montenegro, as the nation mourns 12 victims of a shooting spree.

President Jakov Milatovic arrived with his wife to light a candle at a main square, along with thousands of people.

It comes after a gunman fatally shot 12 people, including two children, in a western town before killing himself.

At least four others were wounded in the shooting rampage in Cetinje on Wednesday that followed a bar brawl, officials said.

The shooter, identified as 45-year-old Aco Martinović, killed the owner of the bar, the bar owner’s children and his own family members, officials have said.

The attacker, who first fled after the rampage, was later located and surrounded by police.

He died after shooting himself in the head, police said.

Police have also said that the suspect in Wednesday’s shooting received a suspended sentence in 2005 for violent behavior and had appealed his latest conviction for illegal weapons possession.

This was the second such incident in the town in the past three years.
