“Of the 1,500 or so people who sentences were commuted, they had been in prison and were released from prison and placed in home confinement during the coronavirus pandemic. The pandemic was particularly bad in prisons because of the circumstances of prisons, their close quarters. And so prisoners were released and placed in home confinement. And these commutations effectively end their sentences.”
