"So my whole career, we have had this policy in place where we don’t stop people for purposes of finding out their immigration status. We don’t take action on people based on their immigration status, and we don’t enforce immigration laws. And that has been our practice for, you know, 50 years. And so as we move forward, my hope is to be able to provide a level of comfort to the community that is, you know, understandably very anxious about some of the rhetoric that we’ve heard. But our role here is to protect everyone in all of our communities. And if we were to engage in immigration enforcement or the roundups that people are talking about and fearful about, we would be undercutting our primary mission."

"We’ve met with a number of the consuls general from various countries, Mexico, some of the Central American countries, and we’re going to continue to meet with them. We’re looking at putting together a video where I will participate with the consul general of the involved country to be able to explain to the people who are here from that nation what our policy is and to try and, you know, settle their nerves on this issue, reduce the anxiety and let them know what the role of the LAPD is as it relates to immigration enforcement, which is we don’t do that."

STORYLINE:
The new chief of the Los Angeles police force, Jim McDonnell, said his department is actively working with consulate offices for Mexico and other Central American countries to draft a plan to protect immigrants ahead of the Trump administration’s plans for mass deportations.
In an interview with The Associated Press, McDonnell said his tenure as police chief will be marked by high engagement with the community, adding that all society must participate to create a safe place to live.
"The LAPD does not stop people or take action for any reason related to immigration status, and it don’t enforce immigration laws, a practice that has been in place for 50 years," said McDonnell, referring to a department policy known as Special Order 40 enacted in 1979.
The department plans to work with the consulates to create and circulate a video explaining their policies to the immigrant community and alleviate their concerns.
During the last Trump administration, the Justice Department attempted to withhold funding from sanctuary cities and favor cities that pledged to cooperate with immigration enforcement for federal grants.
McDonnell said the department is “cognizant of what’s at stake” – with a majority of the LAPD budget going toward personnel, the police force often relies on grants to provide for equipment and tools.
