“Well, it’s it’s obviously very low (250 billion USD) because if you adjusted for inflation and you look at what the World Bank and the other multilateral development banks have indicated they will mobilize. They almost meet that goal by 2035 themselves. So even though my country, the United States is saying this is a very hard number which we have to stretch to achieve, that’s not true. It’s really almost business as usual. So the number can clearly go up. I don’t know if this was a presidency negotiating strategy to start with a low number and then be able to bring it up to show the developing countries that they got something more for them. I know that their chief negotiator, Yalchin (Rafiyev), did say yesterday that this number was not what he supported and Azerbaijan thought it needed to be higher."

"And we believe that also the fact that on the very, very last day of this COP in a very, very last hours, you know, that’s that’s quantum comes on the table, the 250 is coming on the table. It’s a very, very nasty game because that means that, you know, under intense pressure, these parties have to negotiate and they might give in on the deal then."

STORYLINE:
The United Nations’ annual climate talks pushed into overtime Saturday under a cloud of anger and disappointment as negotiators were well short of a deal on money for developing nations to curb and adapt to climate change.

A draft of the final agreement Friday pledged $250 billion annually by 2035, more than double the previous goal of $100 billion set 15 years ago but far short of the annual $1 trillion-plus that experts say is needed.

Through the early hours of Saturday morning, The Associated Press saw lead negotiators from the European Union, the United States and other nations going through the empty halls from meeting to meeting as delegates tried to hash out a new version of the deal.

Alden Meyer, of the European think tank E3G, called it a "very low" figure.

"If you adjusted for inflation and you look at what the World Bank and the other multilateral development banks have indicated they will mobilize. They almost meet that goal by 2035 themselves," he said.

Hilde Stroot, Hilde Policy Lead Climate Justice, Oxfam Novib, said it was "a nasty game."

"Under intense pressure, these parties have to negotiate and they might give in on the deal then," she warned.
