“So the elephant in the room in the new text, of course, is that we don’t yet have a number for the new goal on climate finance, despite there being a three-year process since Glasgow. And it’s very unfortunate because the developing world is very clear about needing a mobilization target of 1.3 trillion U.S. dollars per annum, which has to be constituted mainly, at least, half in concessional finance and grants. However, the other side, the developed countries, have not specified how much they’re willing to put on the table. And we’re supposed to be wrapping up these talks tomorrow. Frankly speaking, I’m at a loss for words at how disappointed we are at this stage to have come this far without serious numbers on the table and serious engagement from the developed countries.”

“The fight is up. There’s two things we believe that need to happen here. One is the transformative new finance goal. We need money to be provided in the trillions. And we have two options in the text for how much money is provided. So will it be in the trillions and then a grant core or grants equivalent core of public finance? Or will it be just some wishy-washy finance goal? And the other bit is on the mitigation front, we have some references to the landmark decision of the global stocktake to transition away from fossil fuels. But that is still a lot in the options. So we will need to see a fight here.”

“We’ve seen leadership from those nations who are climate vulnerable, AOSIS (Alliance of Small Island States), the small island states, the least developed countries. We’ve seen the EU coming forward saying we need movement on the energy transition, but they have been very reluctant on finance. We hear that countries like China are accommodating and ready to strike a deal here, but a lot of things at this point happen in the back end.”
