“Every election, we, people that wanted to vote by mail, they go through a process where they say, yes, I would like to vote by mail. They get their mail ballot. They take the time to vote on it and they get their mail ballot back to us. We know mail ballots that we get in time and we know the mail ballots that we don’t get in time. If we know we got a mail ballot in time, that therefore, makes that date written on that envelope immaterial. We know we got that ballot in time, and therefore, I believe, in my opinion, that that ballot should count.”

“Yeah, it has been my long-held position that the handwritten date on the outer envelope of the mail ballots is immaterial. That being said, I also believe it is our job as elections officials and administrators to follow the law as written by the legislature and enforced by the courts.”

STORYLINE:
Philadelphia begins its recount of the U.S. Senate race between incumbent Democratic Sen. Bob Casey and Republican David McCormick as unofficial results from the Election Day have triggered a legally required statewide recount.
As of Monday, McCormick led by about 17,000 votes out of almost 7 million ballots counted — inside the 0.5% margin threshold to trigger an automatic recount under Pennsylvania law.
The Associated Press called the race for McCormick last week, concluding that not enough ballots remained to be counted in areas Casey was winning for him to take the lead.
As the race headed toward a recount, which must be concluded by next Tuesday, Republicans have been claiming that Democrats are trying to steal McCormick’s seat by counting “illegal votes.” Casey’s campaign has said Republicans are trying to block enough votes to prevent him from pulling ahead and winning.
A big part of the dispute has centered around the date requirement on the return envelope that contains a mail-in ballot.
