1. Wide of Italian Foreign Minister, Antonio Tajani, Polish Foreign Minister, Radoslaw Sikorski, German Foreign Minister, Annalena Baerbock, and French Foreign Minister, Jean-Noel Barrot, walking to lecterns
2. SOUNDBITE (German) Annalena Baerbock, German Foreign Minister:
“(Russian President, Vladimir) Putin is playing with our fear. He didn’t just start doing this 1,000 days ago, he started back in 2014. And Germany in particular made the mistake back then, especially politically, of allowing itself to be intimidated by this fear and, above all, not listening to its partners, especially our Eastern European partners, who made it clear at the time: We must not rely on promises from the Kremlin, we must invest in our own security and protection.”

4. SOUNDBITE (German) Annalena Baerbock, German Foreign Minister:
“We are also experiencing that these attempts at intimidation are hybrid. Our direct neighbours have already warned us about this. We are now also experiencing this in Germany, geographically at the heart of the European Union, so to speak, with cyber attacks, observation and spying on critical infrastructure. Suddenly parcels that were supposed to be transported in airplanes are exploding. And yesterday, as you mentioned, a data cable between Finland and Germany – and probably also affected Sweden – broke down.”

6. SOUNDBITE (German) Annalena Baerbock, German Foreign Minister:
“None of this can simply be coincidences, but it is important to make it clear every day in our societies: when Putin talks about this attack not only being directed at Ukraine, but also at European democracy, we must stand up for this European democracy every day by supporting Ukraine, by protecting our own European critical infrastructure, by defending our European freedom.”

8. SOUNDBITE (German) Annalena Baerbock, German Foreign Minister:
“Putin’s hybrid warfare means dividing Europe. A thousand days ago, he hoped that we would not find a common response to this full-scale invasion, to this war of aggression, because we were sometimes a bit divided before. He was bitterly mistaken.”

STORYLINE:
Germany’s foreign minister vowed on Tuesday that her country would not be intimidated by Russia’s new nuclear deterrent policy, saying Berlin made that mistake in the past but would not repeat it.
Annalena Baerbock told a news conference in Poland that Berlin will now heed the warnings of partners that border Ukraine.
She was attending a meeting of foreign ministers of Poland, Germany, France and Italy.
“Putin is playing with our fear," Baerbock said.
“He didn’t just start doing this 1,000 days ago. He started back in 2014. And Germany in particular made the mistake back then, especially politically, of allowing itself to be intimidated by this fear and, above all, not listening to its partners, especially our Eastern European partners, who made it clear at the time: We must not rely on promises from the Kremlin. We must invest in our own security and protection.”
Russian President Vladimir Putin on Tuesday signed a revised nuclear doctrine declaring that a conventional attack on Russia by any nation that is supported by a nuclear power will be considered a joint attack on his country.
It follows U.S. President Joe Biden’s decision to let Ukraine strike targets inside Russia with U.S.-supplied longer-range missiles.
