STORYLINE:
China said on Tuesday that it has lodged a protest with the United States over its decision to block U.S. investors from helping China develop advanced military technology.

The U.S. Treasury Department, seeking to keep the Chinese military from gaining an edge in advanced technologies, issued a rule Monday to restrict and monitor American investments in China in artificial intelligence, computer chips and quantum computing.

The finalized rule arises from an executive order issued in August 2023 by President Joe Biden.

The order sought to limit the access that "countries of concern” — specifically China including Hong Kong and Macao — have to American dollars to fund technologies that could be used, for example, to break codes or develop next-generation fighter jets. It will take effect Jan. 2.

Lin restated the country’s opposition to the military interaction between the U.S. and Taiwan when asked about an agreement under which Taiwan would purchase 1,000 attack drones from the U.S. companies AeroVironment and Anduril Industries.

The final contract is expected to be sealed in the coming weeks based on this formal agreement reached late last month between the two sides, according to Taiwan’s Defense Ministry.

Lin denied the authority of the defense ministry of Taiwan and said the two American companies were sanctioned by China.

Separately, Lin reiterated China’s call for “de-escalation” and “a political resolution” on the conflict in Ukraine following reports that North Korea’s foreign minister is visiting Russia.

North Korea’s official Korean Central News Agency said a delegation led by Foreign Minister Choe Son Hui departed for Russia on Monday, but didn’t specify the purpose of the visit.

This is another sign of deepening relations between the two countries as rival South Korea and Western nations say the North has sent thousands of troops to support Russia’s war in Ukraine.
