STORYLINE:
A new report by the United Nations says the ongoing war in Gaza has set back development in the enclave by nearly 70 years.

"Gaza has been set back in the Human Development Index (HDI) as much as 69 years and the whole Palestinian state has been set back as much as 24 years," said Abdallah Al Dardari, Assistant Secretary-General and Regional Director of UNDP.

"Meaning that all development achievements of the past 24 years have vanished," he added at a meeting in Cairo to discuss the report’s findings.

The report is the third socioeconomic assessment of the impacts of the Gaza war and is a collaboration between the United Nations Economic and Social Commission for Western Asia (UNESCWA) and the United Nations Development Programme (UNDP).

The report comes as the Gaza Strip lies in ruins after Israel’s yearlong offensive.

With no end in sight to the war and no plan for the day after, it is impossible to say when – or even if – anything will be rebuilt.

ESCWA’s leader of the Governance and Conflict Prevention Cluster, Tarik Alami, said the estimated cost to fix direct damage to Gaza’s infrastructure is more than $18.5 billion.

"More than 70% of the civilian infrastructure is destroyed or damaged, as it was targeted. This includes houses, roads, hospitals, schools, water and sanitation facilities," he said.

Hossam Zaki, the Arab League’s deputy chief, accused Israel of "deliberately destroying" Palestinian society and economy.

Speaking at a briefing following the meeting, Al Dardari said the money needed by UNDP to fulfil its ongoing commitments in the Gaza Strip is just not available.

"Today, we need $280 million to complete our ongoing activities, not for reconstruction or recovery costs, this will go in the fields of securing drinking water, sanitation, solid waste, starting to clear rubble, dealing with bodies under rubble and securing the minimum limit of funds for small and medium businesses in the West Bank, East Jerusalem and Gaza," he said.
