Background to Story: Every European state will be represented at Madrid on
November 11th, together with the US and Canada, to review the 1975 Helsinki
agreement on security and co-operation in Europe. Preparatory talks have already
started. The West is stressing alleged human rights violations by the Soviets and
their allies. They’ll also raise the Afghanistan question, and alleged continued
restrictions on travel and information in Eastern Europe. The Eastern bloc say
other issues should have precedence at the conference. All participants appear to
agree that further progress on arms control could emerge from the Madrid talks.
