(8 Aug 1980) Independence for Namibia, conceded in principle by South Africa, has still not become a reality. SWAPO guerrillas continue their fight from bases in Angola and Zambia, and South African troops have carried out cross-border strikes into Angola. Western powers and the United Nations are continuing their efforts to organise free elections under UN supervision, including SWAPO, but South Africa and SWAPO have not agreed on details of the plan. In the meantime, Namibia’s National Assembly, including various ethnic representatives but no SWAPO, is being given more and more internal powers by South Africa. Some Black leaders see these moves as part of a plan to safeguard White interests, and to avoid democratic elections.
