2. SOUNDBITE (Ukrainian) Andrii Sybiha, Ukrainian Foreign Minister:
"It was my first meeting as a minister with Antony (Blinken) and David (Lammy), and the first in a three-way format. It was a great atmosphere, talks were very productive and detailed, not only at the Ministry of Foreign Affairs, but also at my colleagues’ talks with the President of Ukraine Volodymyr Zelenskyy."

2. SOUNDBITE (Ukrainian) Andrii Sybiha, Ukrainian Foreign Minister:
"A just and lasting peace is impossible without restoring the sovereignty and territorial integrity of Ukraine, including Crimea. Crimea is Ukraine. Today, September 11, is a tragic date for the American people, the 23rd anniversary of the horrific terrorist attacks on the United States. And I expressed my condolences to the Secretary of State and, through him, to the entire American people. We, like no one else, know the value of human life and feel the pain of loss."

3. SOUNDBITE (Ukrainian) Andrii Sybiha, Ukrainian Foreign Minister:
"These steps (lifting long range restrictions) are important in the context of reports of a possible transfer of ballistic missiles to Russia by Iran. The enemies of the free world have no doubts. They operate and create unacceptable threats to all of Europe and the Middle East. In such conditions, there can be no doubt in the ranks of democracy. We must act boldly. We must be co-leaders of the coalition of courage."

STORYLINE:
U.S. Secretary of State Antony Blinken and U.K. Foreign Secretary David Lammy met with Ukraine’s newly-appointed Foreign Minister in Kyiv Wednesday, as Ukraine pushes for authorization to use long-range weapons from the United States and other allies to strike targets deeper inside Russia.

At a joint press conference, Ukrainian Foreign Minister Andrii Sybiha said the authorization of such weapons is "important in the context of reports of a possible transfer of ballistic missiles to Russia by Iran."

"The enemies of the free world have no doubts. They operate and create unacceptable threats to all of Europe and the Middle East. In such conditions, there can be no doubt in the ranks of democracy," he said.

Sybiha described his meeting with Blinken and Lammy as "very productive and detailed."

He also offered his condolences to the American people on the anniversary of 9/11 attacks, saying that Ukrainians "like no one else, know the value of human life and feel the pain of loss."

The rare joint visit by the British and American top diplomats was, unusually, announced in advance — a public signal of U.S-.U.K. support for Ukraine ahead of what’s likely to be a brutal winter of Russian attacks.

Russian airstrikes, mostly aimed at crippling Ukraine’s energy infrastructure, have intensified in recent weeks with nightly missile and drone strikes.

Wednesday’s visit comes ahead of British Prime Minister Keir Starmer’s upcoming trip to Washington, where he will meet President Joe Biden at the White House on Friday. Ukraine’s request for permission to strike Russian targets is due to feature in the discussion.

Biden has allowed Ukraine to fire U.S.-provided missiles across the border into Russia in self-defense but largely limited the distance over concerns about further escalating the conflict.
