STORYLINE:
The top diplomats of the European Union and Egypt discussed the war in Gaza and wider regional tensions during a meeting in Cairo on Tuesday.

Josep Borrell rebuked both Israel and Hamas for failing to reach a cease-fire in the conflict in Gaza.

He expressed frustration, saying efforts by mediators to reach a deal have been repeatedly blocked.

"Why? Quite simple, because those who are waging war have no interest in putting an end to it," he said during a news conference in Cairo with Egyptian Foreign Minister Badr Abdelatty.

Israeli Prime Minister Benjamin Netanyahu said last week that Israel must keep open-ended control of Gaza’s border with Egypt, digging in on his stance on an issue that has threatened to derail ceasefire efforts.

His comments came as the United States is developing a new proposal for a cease-fire and hostage release, hoping to break a long deadlock and bring an end to the nearly 11-month-old war.

Borell also mentioned the overnight Israeli attack on a crowded tent camp housing Palestinians displaced by the war in Gaza.

Gaza’s Health Ministry said at least 19 people were killed in the Israeli strike, and that the toll may rise as more bodies are recovered.

The Civil Defense, first responders who operate under the Hamas-run government, had earlier said 40 people were killed. The Israeli military disputed that toll.

The strike occurred in Muwasi, a sprawl of crowded tent camps along the Gaza coast that Israel designated as a humanitarian zone for hundreds of thousands of civilians to seek shelter from the Israeli offensive.

Israel said it targeted senior Hamas militants with precise munitions.

The war has caused vast destruction and displaced around 90% of Gaza’s population of 2.3 million, often multiple times.

Israeli evacuation orders, which now cover around 90% of the territory, have pushed hundreds of thousands of people into Muwasi, where aid groups have struggled to provide even basic services.
