6. SOUNDBITE (Korean) Yoon Suk Yeol, President of South Korea:
"Today, I propose launching a working-level dialogue consultative body between the authorities of the two Koreas. It will discuss all issues, including easing tensions, economic cooperation, people-to-people exchanges, cultural exchanges and response to disasters and climate change. It will also be possible to discuss humanitarian issues, such as separated families, South Korean POWs, abductees and detainees."

"Meanwhile, as already stated in the ‘Bold Initiative’ on Liberation Day two years ago, we will start political and economic cooperation immediately once North Korea takes its first steps toward denuclearization. We urge the North Korean authorities to respond so that we can make substantial progress in inter-Korean relations through dialogue and cooperation."

"We will continue to work with domestic and international NGOs, allies and international organizations to publicize human rights abuses in North Korea and urge them to improve their human rights. We will also continue to expand the discourse on human rights in North Korea in all directions by promoting an ‘International Conference on Human Rights in North Korea.’ We will establish the ‘Fund for Freedom and Human Rights in North Korea’ to actively support civilian activities that promote freedom and human rights of North Koreans."

"We will continue to pursue humanitarian aid to ensure North Korean people’s rights to survival. The proposal made on August 1 to provide relief supplies for North Korean flood victims was a demonstration of our government’s commitment not to ignore the suffering of North Korean people. Although the North Korean regime once again rejected the offer, we will not give up on providing humanitarian assistance."

"Last year, our per capita income exceeded that of Japan for the first time, and we are now aiming for $40,000 (USD) by 2026. In the first half of this year, the export gap between South Korea and Japan reached a record low of $3.5 billion. As evidenced by our impressive 8th place finish in the recent Paris Olympics, our young people are boldly embracing challenges and powerfully leaping into the future."

STORYLINE:
South Korea’s President Yoon Suk Yeol urged North Korea to come to dialogue on Thursday, proposing a new inter-Korean dialogue channel to rekindle exchange between the two Koreas.
Yoon said in Seoul during a ceremony marking the 79th anniversary of Korea’s liberation from Japanese colonial rule that he wants to starts a working-level consultative group between the two Koreas to discuss a wide range of issues.
