“The restrictions I’m currently facing are having to report and sign in every day at a police station near my city, from Monday to Sunday. And I can’t miss one day, if I have to work or I am sick, for whatever reason, I have to go and sign. And I’m forbidden from leaving the city where I live, so I can’t leave at all be there any reason. So, these are very punitive restrictions for some acts I didn’t commit, and which prevent me from having a normal life. Actually, these restrictions undermine my fundamental freedom of movement.”

“Because there is no control by a judge ahead of the decision, the Interior Ministry can enforce these measures by writing up a judicial memo on their own. They place someone under house arrest, and we realize afterwards, after that person has received the order, that in fact their situation doesn’t meet the conditions listed in the decree. It’s in that sense that it’s arbitrary.”

STORYLINE:
French authorities are making unprecedented broad use of discretionary powers under an anti-terror law to keep hundreds of people they deem to be potential security threats away from the biggest event modern France has ever organized.
Some of those now restricted in their movements, with orders that don’t require prior approval from judges, include a man who had mental health issues in the past but is now receiving treatment.
