STORYLINE:
Japan and the Philippines signed a key defense pact Monday allowing the deployment of Japanese forces for joint military exercises, including live-fire drills to the Philippines.

The Philippines came under brutal Japanese occupation in World War II, but is now building an alliance with Tokyo as it faces an increasingly assertive China.

Japan’s Defense Minister Minoru Kihara said that this signing “symbolizes the deepening of our cooperative relationship.”

He stressed the importance for Japan of advancing defense cooperation and exchanges with the Philippines, but also with other Southeast Asian nations who are in a strategically important position at key points of Japan’s sea lanes.

The Reciprocal Access Agreement, which will take effect after ratification by the countries’ legislatures, also allows Filipino forces to enter Japan for joint combat training.

Kihara and Foreign Minister Yoko Kamikawa are in Manila to hold talks with their Philippine counterparts on ways to further deepen relations, the Philippine government said in a statement.
