STORYLINE:
A dozen states sued the Trump administration in the U.S. Court of International Trade in New York on Wednesday to stop its tariff policy, saying it is unlawful and has brought chaos to the American economy.

The lawsuit said the policy put in place by President Donald Trump has been subject to his "whims rather than the sound exercise of lawful authority."

It challenged Trump’s claim that he could arbitrarily impose tariffs based on the International Emergency Economic Powers Act.

The suit asks the court to declare the tariffs to be illegal, and to block government agencies and its officers from enforcing them.

A message sent to the Justice Department for comment was not immediately returned.

Oregon Attorney General Dan Rayfield, a Democrat, held a press conference in Portland Wednesday with local officials and business owners who also oppose the tariffs.

"These tariffs are unlawful, they’re chaotic and harmful to the hardworking families and businesses that make our state thrive,” Rayfield said. "And they are not just numbers on a page. They are real costs in all of our wallets, your workplace, and all of our future.”

Among those joining Rayfield was Democratic state representative and business owner Daniel Nguyen.

Nguyen said his restaurant hospitality group imports rice noodles, rice paper and coffee from Vietnam, and produce from Mexico, and that businesses like his are grappling with reduced profits and having to pass on costs to customers. "That’s why this lawsuit is so important. It’s not about politics. It’s about protecting Oregon businesses, workers and families from economic harm," he said.
